IMO this is not the case. The pick of QB Joe Flacco reflects the failure of the Ravens hierarchy to place 6th round draft choice in the 2005 NFL Draft of QB Derek Anderson on their active roster. By keeping him on their practice squad, the Ravens allowed the Browns to steal him and the rest as they say is history.
